The following terms and conditions (“terms”) represent a contractual agreement between the User (“Customer”) and PHEDC and should be read carefully before proceeding with this application process.

Please note that these terms and conditions are subject to change as the company deems fit and without prior information to its users except for an update on this site with its latest updates.
Validity of Applicants
The User of this site is the Customer. To validate the Customers profile creation, a valid copy of the customers’ national identity card must be uploaded along with a passport photograph, and verifiable personal information must be included in the columns provided. The details of the identity shall also be included in the space provided. Please note that if this identity card is invalid, the application stands to be declined.
Application Form
In filling out the details of the application form, care must be taken to input the correct data as regards the application as any false information will lead to the disqualification of the application.
E-mail usage
The e-mail that shall be used for all correspondences during this processing of the Application for permit to construct shall be the customer e-mail address filled out in the application form.
NEMSA Certificate
Valid NEMSA Certificate (Corporate, Competency certificate CAT A or B as Applicable) from the preferred Contractor as selected by the Customer must be uploaded after filling out the application form. CAT B license can only work on 11KVA and below while CAT A can work on all capacities.
Acceptance of Application
The User shall ensure that the following documents are included in the application: NEMSA Certificate, Form 74 or existing PHEDC Bill, evidence of payment of Administrative charge, valid National Identity card, and Job hazard analysis (JHA). Note that a successful application process does not necessarily translate to the issuance of a permit for the request as this application still undergoes several internal verification processes before the issuance of the permit to construct.
Administrative Charge payment
The User is expected to make non-refundable payment of administrative charge to the sum of Fifty thousand naira (N50,000.00) only for all point load (private) constructions below 1MVA and One hundred thousand naira (N100,000.00) only for all constructions above 1MVA respectively. This fee is renewable if the job is not completed after 6 months during revalidation of the permit. A new customer shall also pay a security deposit which shall be communicated to him/her based on load assessment by PHED.
Transformer Installation
Every customer with a transformer capacity above 500KVA up to 2500KVA (33/11KV) MUST install a protective device such as circuit breaker or relay operated RMU before the transformer.
PHED Standard for substation Construction
The User shall adhere to the construction standards as would be stated in the Permit to construct if the application is successful.
Issuance of Permit
Permit to Construct are ONLY issued to a Customer (permit shall include the customer’s name, project title, location, and contractors name with NEMSA license who was introduced to do the job).
User Agreement
The User whose information has been inputted herein as the Customer hereby agrees to the terms stated above and to its full compliance.
